When I was a younger man, we had a name for a person who was a slacker, deadbeat, or bum. The person was generally known as a "SLUG".
Well, now you can add that moniker to the state of Illinois, or rather to the government of the state of Illinois!
Illinois has to be at the top of the "SLUG" list. They don't pay their bills. Haven't been paying their bills for a couple of years now. It has gotten to epidemic proportions. Agencies all over the state have been given the "bums rush" when it comes to collecting from the State of Illinois. School districts are being forced to lay off teachers, and cut classes, to the detriment of students. They (some school districts), are even talking of shortening the school week to 4 days, to save money! What the hell is up with that?
And today the state legislature is contemplating changing state law and moving the deadline for paying bills from August 31st, to December 31st. The reason? It's so entities that the state owes money to can't file lawsuits for payment until after December 31st. The comment from one lawmaker was "It's not fair to force these agencies to file lawsuits against the state".... what a laugh!
No one has the political will to cut unnecessary spending, (like giving religious organizations over 2.3billion in state funding to help rebuild / expand their churches!!), or to raise the income tax a little bit to help bridge the gap. I don't want to see a tax hike any more than anyone else, but lets face it, the state is going broke, and something must be done.....

Illinois is not alone - there's alot of states that are wondering how to pay their bills. They are forbidden from doing what the US gov. does, which is simply print money, and they can't accept money as readily as one might think.
It's going to be interesting to see how this all plays out
